in the city. and using switchbacks as a tool muni is deliberately violating rider trust deciding one group of passengers who are riding a bus or train must disrupt their trip and disembark and wait for the next one so the vehicles don't clunk or another line can carry more passengers. in order to smooth traffic the bus or train leaves the route. it's two fold. it eliminates the late bus or train that is actually causing the clumping and so slow it's in way of the others on the line and it improves the on time record because the slow bus or train is no longer operating. it's great for muni. not so great for the left behind passengers. we're not sure when muni decided to deploy operational switch backs in its system but in early 2011 muni passengers began to complain about switchbacks that left them strandd and waiting on strange platforms in the city. according to their own statistics about 41,000 riders a month were left on the street because of switchbacks. we were told switchbacks were implemented in the absence of clumping whenever a bus or train was needod another run. this mean

visibility in much of the bay area. anne makovec is in san francisco near the bay bridge to give us a look at conditions there and we can still see the fog behind you. >> it is really bad out here. you know, we talk about fog. a lot of mornings, especially at this hour, but today, it really is exceptionally foggy. you can see the bay bridge behind me. you can barely see it. you can see some of the lights shrouded in fog. we took pictures a little bit earlier at the bay bridge toll plaza and you can see how difficult it is for drivers to see if one of those situations where you're coming up on the car in front of you and suddenly you have to break. if those lights just come up on you very quickly. fog advisories on the bay area bridges, particularly troublesome in the vacaville davis area, according to the chp, visibility at less than 100 feet and the chp also mentioned 580 east being a difficult commute. so if you can hold off on your commute, i'd recommend doing that until a little bit later on in the day. right now live in san francisco, anne makovec, cbs5. >>> and somewhere out there, t

to identify a body that was pulled from the bay early yesterday morning. the u.s. coast guard recovered the body in adult male near fort baker just before 8:00 a.m. sunday morning. no identification was fou authorite not been able to match the man with any missing persons reports. investigators have not said how the victim died. >> san francisco police are investigating a string of burglaries involving cell phones. these victims usually were not aware of who was are around them at the time. in all the crimes the thieves either grab the phone out of the victim has and took off or they were assaulting and the phones were grabbed that way. to allege cellphone robbers assault of an elderly man you can see it here. police said they punched and kicked the man in the face and grabbed his cell phone and took off. many of cell phone users said they are aware of these burglaries' but that will not prevent them from making calls and public. >> i am not particularly afraid of cell phones primarily because i do not think you have to worry about it anymore than any other kind uses have to be careful
